Review and certification process begins for provisional ballots cast in Chester County

CHESTER COUNTY, Pa. (WPVI) -- The review and certification process will begin Friday for the provisional ballots that were cast in Chester County on Tuesday.

It comes after independent and third-party voters were mistakenly left off the poll books on Election Day.

More than 12,000 provisional ballots were cast as a result of the error.

Supplemental poll books were eventually delivered to all 230 precincts, the county said. A judge also extended polling hours in the county due to the issue.

"I will be following up to see that it counted," Charlestown Township voter Maria Amado told Action News on Tuesday.

"I'm not sure what's going on, but in this day and age, 2025, this should not happen," Charlestown Twp. voter Elis Hamzallari said.

Chester County CEO David Byerman tried to reassure voters on Tuesday, telling Action News, "Whether a vote is counted in the traditional process or through the provisional process, those votes count equally."

Officials say voter services will work 12 hours a day, through the weekend, until all provisional ballots are fully reviewed and certified.

A thorough investigation into what caused the poll book error is expected after the certification of all election results.
