FRANKFORD (WPVI) -- It was overnight this past Sunday that a couple, Bob DePaul and August Dempsey were shot in the head and killed at their Frankford home.

Police say they know who did it. It's the man they put in the back of a police cruiser when it happened.

He's the couple's next door neighbor - the reason an argument.

But after almost three days into the investigation, no charges have been brought against him.

On Wednesday, Action News spoke with several neighbors who detail a troubled past between the two homes.

"Personally, I think they've been fighting for a long time," a neighbor Anna Scymanski said.

Another neighbor Howard Kieffer said, "For a long time, he's been messing with Bobby for at least 10 years."

They also tell us Bob and August were exactly who you would want as neighbors.

"Always said hi. One of the things I miss is driving by saying hi and talking to them," Kieffer said.

"He's help me get the baby, bring her out of the car. Lend my husband tools," added Scymanski.

At this point we're not identifying their neighbor.

But investigators say around 4 a.m. Sunday they arrived to find both victims shot in the head.

Now police say the explanation Bob and August's neighbor gave them for pulling the trigger was first again, they had an argument, then they tried climbing over his fence and that's when he fired."

Today we watched as a small memorial continues to grow on the couple's porch.

Their next door neighbor Anna Scymanski says Bob was the deciding factor they moved into this home.

"We were a little hesitant of buying the house cause of the neighborhood, and he was one of the reasons we did," Scymanski said.

We know August worked for the Philadelphia Parking authority. Her Union tweeting earlier "August was a person of high integrity who always greeted you with a smile."

The incident remains an active investigation.
