Now, a grand jury has indicted a former Texas sheriff and 16 others on more than 100 counts.
The AP reports the Montague County Jail was "'Animal House' meets Mayberry."
Inmates had the run of the place.
Authorities charge the prisoners were having sex with their jailer girlfriends, bringing in recliners, taking drugs and chatting on cell phones.
The indictment charges former Sheriff Bill Keating with official oppression and having sex with female inmates.
New Sheriff Paul Cunningham says he was stunned after taking office Jan. 1.
He immediately ordered the jail closed and moved the nearly 60 inmates to another institution.
