Program aims to support safer interactions between Philadelphia police, people with special needs

PHILADELPHIA (WPVI) -- The Philadelphia Police Department is launching a program to support safer interactions between officers and people with special needs.

Mayor Cherelle Parker, Police Commissioner Kevin Bethel and Pennsylvania First Lady Lori Shapiro announced the "Blue Envelope Program" Thursday at City Hall.

Drivers with autism, sensory or cognitive challenges, or hearing impairments can receive a distinct blue envelope to keep in their vehicles.

They would present it to an officer during a traffic stop or encounter with an officer.
