Man connected to Philly double murder now one of FBI's 10 Most Wanted

PHILADELPHIA (WPVI) -- The FBI is now offering a $1,000,000 reward for the arrest of a suspect wanted in connection with a horrific crime that happened more than a decade ago in Philadelphia.

Trung Duc Lu is now on the FBI's list of the 10 Most Wanted fugitives. He is accused of torturing, kidnapping and murdering two brothers in August 2014.

"Trung Lu has earned his spot on the FBI's 10 Most Wanted list," said David Metcalf, United States Attorney for the Eastern District of Pennsylvania, during a news conference on Wednesday.

The victims, Vu and Viet Huynh, were tortured and killed. Their friend was also attacked but survived.

"These were not abstract crimes. They were acts of brutal, calculated violence carried out against members of this community," said Wayne Jacobs, Special Agent in Charge, FBI Philadelphia Field Office.

Trung Duc Lu, a Vietnamese-born resident of New York, would be 45 years old today. Investigators say he is heavily tattooed and stands 5'7" tall.

Prosecutors believe he was part of a New York street gang and was sent to Philadelphia to collect on a $100,000 drug debt.

The victims were stabbed, tied down to cement buckets and dumped in the Schuylkill River in August of 2014. The third victim, 23-year-old Thanh Voong, survived.

"These are vicious, vicious, vicious people. This goes above and beyond usually what we see in the crime scene unit," said John Taggert, a former crime scene investigator who works as an assignment editor at Action News.

"They were bound and gagged and had multiple stab wounds all of them, even the guy that got out of the river," added Taggert.

In 2016, Tam Le was convicted of his role and sentenced to death, though he died in prison in 2025.

But investigators have not given up.

"There is still an empty cell left that we need to fill," said Metcalf.

"To the victims' families, this announcement is for you. We have not forgotten what was taken from you. We have not moved on," said Jacobs.

It's believed that Trung Lu is in his home country of Vietnam, but feds say he still has ties here, including children living in the United States.
