NEW CASTLE, Del. (WPVI) -- Snow plows were hard at work Tuesday morning in Delaware, but road conditions were far from safe.
"Came over the bridge, it was horrible. It's slippery out there today," said Michael Veasy of Pennsville, N.J.
Even major roads were dicey. Teanna Paten of Wilmington said she traveled at just 20 miles per hour on Interstate 495.
"Any more and you're going to slide all over the road," she said.
A stubborn layer of icy snow remained on roads as the sun came up.
Poor road conditions prompted both the city and the state to close offices Tuesday.
DelDOT predicted help from the sun to overcome the effects of overnight extreme cold.
"Salt was really not effective. As we get solar gain today on the pavement and temps come up, we should see that pack break up," said Don Weber of DelDOT.
Where the snow did not get packed down on roadways it remained light, fluffy and easy to brush off cars and even sidewalks.
While the sun helped it still remained a very cold day.
"It's freezing out here," said Walter Ross of Wilmington. "Do not come out here if you don't have to,"
