Philadelphia's former police chief to advise Chicago force
A former deputy superintendent of the Chicago Police who left to head departments in Washington, D.C., and Philadelphia is returning to the city to help reform a force that's trying to regain public trust in the wake of a video showing a white officer fatally shooting a black teenager, Mayor Rahm Emanuel's office announced Sunday.
