PHILADELPHIA (WPVI) -- A man who died after being shot multiple times behind an apartment in Philadelphia's Roxborough neighborhood has been identified.
Police say the victim is 32-year-old Tariq Duncan of Francisville.
"It was about 10 to 15 shots. Then it stopped for about a couple seconds, then another five shots went off. We came outside and saw the guy on the ground," said a neighbor.
It was 9:22 p.m. Tuesday on the 7000 block of Ridge Avenue at the Ridge Court Apartments when gunfire rang through the complex.
"I also look from my window and somebody is on the ground and they're not moving. I noticed that there's shells on the ground," said a resident of the apartment complex.
In total, police say more than 30 shots were fired.
"We do believe at this point this may have been a targeted incident," said Commissioner Kevin Bethel.
Next to Duncan, police recovered a handgun. It's not clear if it belonged to the victim or the shooter, but investigators believe the victim was shot by a high-powered rifle.
"We think there was at least three weapons there at that time," said Bethel.
Duncan has a lengthy arrest record including gun charges which date back to 2015. He recently pleaded guilty to theft charges from a meat cargo heist and was out on bond awaiting sentencing.
It's not clear who Duncan was visiting on Tuesday night.
"A woman came out from that back alley, screaming, 'Oh my God. They shot him he's dead he's dead.' It's terrible," said a resident.
The violent scene played out in front of hundreds of residents as the search for the gunman continues.
"Does anybody have an answer? We don't have an answer yet," said a neighbor.
The shooter is described as a baldman wearing a green hoodie who was seen running from the complex with that high-powered rifle.
There are no surveillance cameras in the complex.
