ALLENTOWN, Pa. (WPVI) -- The City of Allentown is testing a new way to get people to pay their parking tickets.

Instead of parking boots, they're using 'The Barnacle'.

The giant yellow plastic shield covers a car's windshield preventing the person from driving.

It's attached with two giant suction cups and can withstand 750 pounds of force.

The Barnacles stays in place until the driver pays the fine, and gets a code to unlock the device.

The Philadelphia Parking Authority says it may adopt it here.
