A mysterious substance prompted the evacuation of a Center City immigration office. Around 9:45am the Philadelphia Fire Department and HAZMAT crews were dispatched to 1600 Callowhill Street for the report of an unknown substance with people feeling ill.

Reports initially indicated that an individual came in for an interview about his status and was acting hostile. That before the discovery of an unknown green substance.

The fire department and police evacuated the building. However, the substance was later determined to be foot powder.
