William Jackson, 46, was found on Thursday by the train tracks near the Sunday Breakfast Mission in Wilmington.
He was taken into custody without incident.
Jackson has been charged with failing to re-register as a sex offender.
He has been arraigned and committed to the Howard Young Prison after failing to post a $1,000 secured bail.
Jackson was wanted for cutting off his GPS device and fleeing from his home.
