HARRISBURG, Pennsylvania (WPVI) -- Pennsylvania started curbside pickup at liquor stores around the state on Monday one month after Gov. Tom Wolf ordered them closed as part of a broader shutdown of businesses deemed nonessential.

That means, for many Pennsylvanians, Monday happy hour just got a whole lot better.

"It's a good time to experiment with various cocktails," said customer Richard Hole.

That is, if you were able to get ahold of anyone to place an order at any of the 176 at the state run Fine Wine and Good Spirt stores now participating in curbside pickup.

Some, like Hole were lucky.

"It's the first day, but people will get through, because people want to drink," Hole said.

Some customers were not.

"No, busy signal. Busy signal every time," said Kathy from Gladwyne.

Governor Tom Wolf elaborated on the service calling it a small step toward a degree of normalcy during the pandemic.

"This is going to help us determine if curbside pickup can be more broadly applied to a much more diverse retail landscape" Wolf explained.

This, as online orders have exploded. Action News has learned since resuming limited operations online back on April 1, sales at FineWineAndGoodSpirits.com are on pace to exceed the 39,000 orders and $5 million made the entire 2018-2019 fiscal year.

The curbside rollout confusing some customers who hoped to replenish their stock.

"I haven't gone in yet to see. I'm going to knock on the door to see if I can put in an order in, you know," said Joe Renzo.

The Pennsylvania Liquor Control Broad wanting to make it clear: Select stores will ONLY take phone orders for curbside pickup Monday through Saturday between 9am to 1pm.

Each customer limited to no more than six bottles per order. Customers will also be limited to one order, per caller, per store, per day. Only credit card payments will be accepted and all sales are also final.

You also need an ID for pickup.

Pickup will be scheduled between 9am and 6pm, and it could take a few days after you place your order.
