
PHILADELPHIA (WPVI) -- The Pennsylvania SPCA is asking for the public's help in identifying two individuals who were captured on video abandoning two severely ill puppies outside ACCT Philly on Thursday afternoon.
Surveillance footage shows two women arriving in a vehicle, exiting with a box, and leaving it outside the facility before driving away.
Staff members discovered the box shortly after and found the puppies inside, suffering from necrotic wounds and severe maggot infestations.
One of the animals is still receiving emergency care, officials said.
