
ABC News projects that Bob Harvie, a Bucks County Commissioner, will win the Democratic primary for Pennsylvania's 1st Congressional District.
He is a former high school teacher and campaigned on affordability issues.
Harvie, who gained support from national Democrats and the endorsement of Pennsylvania Gov. Josh Shapiro even before the primary, is now set to take on incumbent Republican U.S. Rep. Brian Fitzpatrick in November in a race where Democrats hope to flip the seat but face an uphill battle.

Pennsylvania has four congressional districts that Democrats say they're targeting, including the 1st district in the Philadelphia suburbs (Bucks County and some of Montgomery County).
The 1st District was won by Democratic candidate Kamala Harris by a slim margin in 2024, even though Brian Fitzpatrick held onto the seat as the Republican incumbent (by a higher margin).
However, out of all of the Pennsylvania districts Democrats are targeting, the 1st is likely the toughest for them to flip; the Cook Political Report rates it as likely Republican.
