
WILMINGTON, Del. (WPVI) -- The family of a man fatally shot by police says newly released body-worn camera video contradicts authorities' account of the shooting.
Kadir Skinner, 19, was shot and killed by a Wilmington police officer on June 24 near 24th and Jessup streets. Skinner was reportedly seen pointing a gun toward a crowd and was running away when an officer opened fire.

Attorneys representing Skinner's family dispute that account, saying he was running from a police dog.

Video released by authorities shows an officer, who has not been publicly identified, running down a block and firing his weapon. Several gunshots can be heard, followed by the officer yelling, "Drop that gun."
The officer then approaches Skinner, who is on the ground after being shot. Skinner can be heard saying he cannot breathe. The officer handcuffs him while he remains on the ground.

Moments later, the officer calls for medical assistance.
"I just shot him. We need medical," the officer says in the video.
The footage also shows a crowd beginning to gather as officers repeatedly order people to back away from the scene.
In its initial account of the shooting, Wilmington police said Skinner emerged from a home while waving a gun at a crowd before officers shot him.
Attorneys for Skinner's family say the video does not show Skinner leaving a home or brandishing a firearm. They argue the footage raises questions about the circumstances leading up to the shooting because Skinner is first seen after he has been shot and is lying on the ground.
The family's attorneys also announced a $25 million claim against the city of Wilmington and said they want the officer who fired the shots to face criminal charges.
Authorities say the shooting remains under investigation.
