Family has identified the 19-year-old who was shot by police as Kaidr Skinner

WILMINGTON, Del. (WPVI) -- A 19-year-old man is dead after being shot and killed by Wilmington Police.
Action News spoke to the family as we work to gather more information on the fatal confrontation.
They have identified the 19-year-old who was shot by police as Kaidr Skinner.
Now, the family is demanding answers and dispute what police have put out in their preliminary report.
"They're trying to say that my son had a gun. I know he didn't have a gun," said Skinner's father, Durrell Dollard. "How did my son get shot in the back, twice? How did my son wind up in the police car shot with handcuffs on? Is that the protocol or are you supposed to wait until the ambulance get there?"
It happened around 11:15 p.m. on Wednesday.
People on the block were angry and yelling out questions to the more than a dozen officers at the scene.
Police say they were monitoring a large crowd at East 24th and Jessup streets when officers saw a male exit a residence while allegedly pointing a gun at the crowd.
They say he took off and during that foot pursuit, an officer shot Skinner during that encounter.
It's unclear what exactly happened between the two in those moments.
The suspect was then taken to a nearby hospital, where he was pronounced dead.
Police say officers retrieved a loaded gun from Skinner, but relatives question that, saying witnesses didn't see a weapon.
The officer was not hurt.
Action News also spoke with Skinner's sister, who says he was among a large group apparently running from a dog before he was shot.
"We don't know what took place from the scene in the police car to the hospital. I don't know if my little brother had a fighting chance," said Skinner's sister, Aniyah Clark. "Bullets travel. I'm a nurse."
There has been an angry outpouring of emotion from nearby neighbors as the family says they want to see body camera footage.
"Kaidr was in intelligent, strong young man," Clark said.
The incident is under investigation by the Criminal Investigations Division, the Office of Professional Standards and the Delaware Department of Justice.
