Family has identified the 19-year-old who was shot by police as Kaidr Skinner
WILMINGTON, Del. (WPVI) -- The father of a 19-year-old man fatally shot by police is demanding answers, saying his son was shot from behind during an encounter late night near 24th and Jessup streets.
Durrell Dollard said he heard his son, Kadir Skinner, pleading during the incident.
"I heard my son say I can't breathe, I can't breathe," he said.

The shooting happened around 11:15 p.m. Wednesday, according to authorities.
Police said Skinner emerged from a house and pointed a gun at a crowd officers were monitoring, then fled.
An officer shot Skinner during that encounter, police said.
Witnesses offered a different account, saying Skinner was unarmed and part of a large group that began running from a dog when police shot and killed him.
Dollard questioned the circumstances of the shooting.
"My son was hunted. I feel like my son was hunted, to get shot in the back three times. Or two times. I don't know," he said. "All I know is my son is gone. The officer that shot my son gets to go home."
Skinner's family returned to the scene together, where relatives gathered in grief.
His niece cried, a loved one comforted his sister, and his mother, Rashai Skinner, arrived still wearing her hospital scrubs from the previous night.
"I want transparency on what happened to my son. I'm not ok. Kaidr Skinner," she said.
She said she had been working at the hospital when a trauma call involving her son came in.
He was later pronounced dead.
The family is calling for the release of body camera footage and the results of an autopsy.
Community members also voiced concerns following the shooting.
"One of the reasons this particular shooting created such an outcry in the community is because this officer is known to the community and not in a positive way," said Pastor Derrick Johnson.
The officer involved has been placed on administrative leave. The state attorney general's office is investigating the shooting.
The investigation remains ongoing.
