Police receive numerous tips in effort to ID masked man terrorizing people in Philadelphia

PHILADELPHIA (WPVI) -- Philadelphia police have received a number of tips as they attempt to identify a masked man who is terrorizing people in Center City.

The man wears a "Chucky-like" mask and has chased people around City Hall in the early morning hours. He even asked one woman, "Are you ready to die?" according to police.

Investigators believe he is filming the encounters on his phone.

"This happened right outside of City Hall, so you think we're not going to do our darndest to try and locate this individual?" Captain Jason Smith, with the Philadelphia Police Department, said.

He is also believed to be between 16 and 20 years old, according to officials.

Police said the suspect allegedly implied he had a weapon at one point, although no weapon was ever seen.

Authorities said the suspect is facing charges including terroristic threats, harassment, simple assault and intimidation.
