Police believe the suspect is possibly filming the encounters on his phone.

PHILADELPHIA (WPVI) -- A woman is speaking out after she says she fought back against a man who, police say, has been terrorizing people in Center City Philadelphia while wearing a Chucky-style Halloween mask.

The masked man is accused of chasing both men and women around City Hall during early morning hours, even getting kicked out of businesses.

Police say this guy could be filming these encounters on his phone.

One of the victims spoke to Action News and showed us how she kicked the suspect in the chest when he tried to attack her.

She says he approached her with his phone after chasing someone else.

"I started to wave at her from across the intersection and say, 'Hey, there's someone behind you -- look behind you!' And she heard me, and then she started to run away," said Jameka, who asked not to use her last name.

She then witnessed him try to force his way into a La Colombe coffee shop before turning his attention towards her.

"I figured if anything was going to happen, I wanted to see it with my own two eyes," she said. "So, then I turned around, I started yelling at him, 'Don't follow me' and screaming at him. Then at that point, I put up my hands as if I was going to fight. I blocked my face, making sure my center line was protected. And then he also started to put his hands up but I could tell that he'd never been in a fight before."

She says he ran away after she kicked him.

Jameka said something seemed off about the man.

"He just seemed so disoriented about what his goals actually were. I had bags; he wasn't reaching for those. It didn't seem like he had a clear goal to like actually get in La Colombe to do anything, so I was like OK, well, let's see if you can fight -- and he couldn't."

While at the coffee shop, Kate Egan told Action News that the suspect terrorized one of her coworkers, but a security guard intervened.

"It's pretty disturbing," Egan said.

The incidents have left Egan and others concerned.

"It's really unsettling just trying to get to work and have a kid like this actively terrorizing women," Egan said. "I really hope he is caught."

Another incident was captured on surveillance video, showing how the masked suspect ran after a woman who was out for a run Wednesday morning by City Hall.

"The female is screaming for help this entire time," said Captain Jason Smith, with the Philadelphia Police Department. The "male abruptly stops and heads northbound on 15th Street, at which point he gets on the escalators at Suburban Station."

Investigators also released a photo of him, where you can see the top portion of his face. They're hoping it's enough to help identify the suspect.

"This happened right outside of City Hall, so you think we're not going to do our darndest to try and locate this individual?" Smith added.

All of the victims were able to get away unharmed.

While police said they don't believe he has a weapon, they say he is approaching with his cell phone up in one hand and the other hand behind his back. He is also allegedly laughing at times, asking people if they're "ready to die."

"They're scouring social media to see if they come across this individual posting this online material. I'll be good for us to make it easier to find him," Smith said.

Police say they believe he is between 16 to 20 years old, and said he'll be facing several serious charges when he's caught.
