The 24-page report cites multiple factors for a fiery truck crash, which resulted in the highway collapsing back on June 11, 2023.
PennDOT says demolition is still underway and will continue for the next seven weeks.
"Yeah, it was two weeks of just a ghost town in here," said Achilleas Psillos, owner of Athenian Diner. "Our business hit a stop for a little bit, it was pretty dead."
It will be located at the Philadelphia Fire Department Engine 38 training facility.
The National Transportation Safety Board's brief report outlined what happened on June 11, when an elevated section of Interstate-95 collapsed after the tanker truck caught fire underneath it. It largely confirmed what state officials said earlier.
This week, crews begin working on the permanent bridge along the outer lanes of I-95.
