Police have been looking for Lastra since he fled on foot from a traffic stop in suburban Harrisburg a week ago. The body of 41-year-old Marisol Rivera of Frystown was found in the trunk of the car.
Police say Rivera was the sister of Lastra's ex-girlfriend.
Police say Lastra also stole a car that was later found abandoned in Baltimore.
