Williams was found murdered under a bridge near the corner of 36th and Hayes in November in December 2003.
For more than 5 years, her family and Camden County authorities have been searching for her killer.
Authorities arrested Warren Dixon, an acquaintance of the victim.
He is being charged with murder.
