Philly's phase 2 focus is ice

PHILADELPHIA - February 18, 2010

This is part of the so-called Phase 2 of blizzard cleanup by the city which entails digging out the remaining unplowed streets. For the neighbors, this has been a long time coming.

"It left me pinned in the house. I feed a senior citizen and I couldn't even go across the street to feed him," Helen Reddy said.

It was the same method of attack on the narrow streets of Fishtown. Snow and ice packed together made foot and motor travel through the section of Philadelphia bumpy and treacherous.

As the snow plows moved through Fairmount this afternoon, we found many neighborhoods just a few blocks from Center City, along 17th Street, that have not seen a plow since before Christmas.

"It's frustrating, it's hard to get out, it's hard to get in. It's frustrating to drive for the people who live on the block, who have garages and can't get in and out," Stormy Lundy said.

The mayor's Phase 2 operation is expected to continue citywide at least through Sunday.

The projected cost for snow removal so far this winter is now approaching $12-million.
