Commissioner Jen Velez told lawmakers Thursday that freezing access to Family Care for 39,000 adults is one of many painful proposals in the upcoming year's budget.
Velez says the debt-ridden state cannot fully fund worthwhile programs.
Gov. Chris Christie's proposed budget includes less money for charity care and family planning centers. The state would lose $108 million in federal matching money if the cuts stand.
Human Services is New Jersey's largest state agency. Its $11 billion budget is being reviewed by the Senate Budget Committee.
