It happened on January 22nd outside the Target on Mifflin Street in South Philadelphia.
Police say a suspect who had a dispute over a parking spot with another driver blocked her car with his own and went inside the store.
A few minutes later the man came back out and drove off, only to return a moment later on foot and slash all four tires on the victim's car.
