A woman, Joyce Hasan, said she noticed a 2-year-old boy walking down the street in the 2000 block of West Ontario in Philadelphia's Tioga-Nicetown section around 8:40 a.m.
She says the boy was only wearing underwear, no shoes and was carrying a pocketbook full of toys.
"No parents, no one was with him. I brought him to my home and we walked him up here and we called police," Hasan said.
The boy's mother tells police she was out at the time the boy went missing, saying she left him home with his teenaged siblings.
No charges are being filed.
