Police say officers arrived to find 31-year-old Jason Feranti unconscious in the basement of his home.
They say he was lying near a desk that had two syringes, a bent spoon, and other items used to inject heroin.
Police say his 5-year-old daughter was panicking.
"The little girl dials 911, 'My daddy's unconscious, I can't get him up,'" said Upper Darby Police Superintendent Michael Chitwood. "Police respond, the little girl tells the officers, 'I think my daddy's dead downstairs in the basement.'"
Officers were able to shake Feranti awake and arrested him.
Feranti's daughter is staying with her grandmother.
