It all began when a Good Samaritan found a puppy trapped inside a garbage bag in Stroud Township, Monroe County on Monday.
The dog was still alive and was taken to a nearby animal shelter.
When police later investigated the scene where the dog was found, they found another dog in a garbage bag.
That dog had died.
The rescued puppy, now named "Destiny," is said to be doing well.
Police are still looking for those responsible.
