Mayor Lorenzo Langford had asked the state to consider charges after the Atlantic County Prosecutor's Office found that the firefighters' behavior did not rise to the level of criminal activity.
A lawsuit filed on behalf of four teenage girls claims a firefighter persuaded one girl to expose her breasts and touch his genitals, among other conduct.
The firefighter denies any wrongdoing.
The state's one-paragraph letter to Langford says simply that no further action is needed in the case.
