A tip call led PSPCA investigators to a hoarding situation inside a home along Clark Street near Bustleton and Haldeman avenues.
6 dogs and one rabbit were also seized.
Authorities say the homeowner is a man in his 40's.
He could face tens of thousands of dollars in fines.
Most of the animals need medical care.
They are all being treated at the PSPCA Hospital.
It's hoped that most, if not all, can soon be put up for adoption.
