Twenty-four-year-old Ruben Rivera was arrested Wednesday and charged in Lehigh County with criminal homicide in the death of 22-year-old Armando Ramos of Allentown.
Police said shots were reported at 6 p.m. on Oct. 31, 2008, and Ramos was found in the middle of an Allentown street with multiple gunshot wounds. He was taken to Lehigh Valley Hospital-Cedar Crest, where he died.
Prosecutors said two witnesses said they saw Rivera with a gun at the scene. Police said people were trick-or-treating in the area the time but no one else was injured.
Rivera had no current address and it was unclear whether he had an attorney.
