Forty-nine-year-old Rick Foster of Ocean City was arrested Monday and charged with theft over $100,000,crime against a vulnerable adult and harassment. He is being held on $24,500 secured bond.
Police say Foster had been deceiving the relative and taken money from him under false pretenses.
