Fifteen-year-old Herbie Pulgar will be the guest of Congressman Luis Gutierrez.
Earlier this year, Pulgar's design was chosen for the city's vehicle sticker, but he was later disqualified after some people said it showed gang symbols.
Pulgar's artwork will now hang in an exhibit in the Capitol complex.
