Mugshot released of wrong way Lake Shore Drive driver, off-duty North Chicago Police Officer Terrell Garrett

The accident occurred around 4 a.m. March 15 on Lake Shore Drive near Diversey.

Behind the wheel of the SUV was Terrell Garrett, according to police.

Garrett, an North Chicago police officer, was off-duty at the time of the crash.

In a video filmed by witnesses, Garrett's silver SUV is seen speeding north on southbound Lake Shore Drive.

The witnesses in the northbound lane are in disbelief.

"Look at this guy!" a witness is heard saying in the video.

The vehicle is traveling so fast that the witnesses in the north bound lane fall behind.

What happened next is not caught on camera. Garrett's Chevy Trailblazer collided with a jeep and killed its occupants, 27-year-old Fabian Torres and 25-year-old Joaquin Garcia, according to police.

Garrett survived. He suffered a fractured hip and was held in custody on $500,000 bond.

According to investigators, Garrett, who'd been out celebrating his 35th birthday, drove at least a mile on the wrong side of Lake Shore Drive and his blood alcohol level was more than twice the legal limit.
