"I am extremely embarrassed, extremely hurt, and extremely sorry for my actions. I wanted to come up and tell you guys that," Cooper said to the press Wednesday evening.
The video, which was first posted on the Philadelphia sports blog Crossingbroad.com, shows Cooper outside the Linc during a Kenny Chesney concert back in June.
A visibly agitated Cooper can be heard saying, "I will jump that fence and fight every [n-word] in here, bro."
At one point, Cooper is being restrained.
"There was a confrontation and I handled it extremely, extremely poorly," Cooper said.
Cooper said the confrontation was with a security guard and he was drinking, but would not go into further detail.
"I was drinking, but that is no excuse for what I said and what I did," Cooper said.
At the same time Cooper was holding his press conference, Eagles owner Jeffrey Lurey issued the following statement:
"We are shocked and appalled by Riley Cooper's words. This sort of behavior or attitude from anyone has no role in a civil society. He has accepted responsibility for his words and his actions. He has been fined for this incident."
"I'm willing to accept any consequences. I'm extremely sorry," Cooper told reporters.
Cooper said he had spoken with Lurey, general manager Howie Roseman, and coach Chip Kelly about the incident and will speak to his teammates later tonight.
Cooper said Kelly told him "to go out and face this."
The wide receiver told reporters he does not use those words and the rest of the Eagles know what kind of man he is.
"I wasn't raised that way. I got a great mom and dad at home. They are extremely, extremely disappointed at me," Cooper said.
An hour earlier, Cooper issued the following statement via e-mail and on Twitter:
"I am so ashamed and disgusted with myself. I want to apologize. I have been offensive. I have apologized to my coach, to Jeffrey Lurie, to Howie Roseman and to my teammates. I owe an apology to the fans and to this community. I am so ashamed, but there are no excuses. What I did was wrong and I will accept the consequences."
Cooper was a 5th round draft choice of the Eagles in 2010.
With fellow Eagles wide receiver Jeremy Maclin is out for the season with a torn ACL in his right knee, Cooper is expected to compete for a starting position.
