Charter school supporters rally outside City Hall

PHILADELPHIA (WPVI) -- Supporters of charter schools in Philadelphia rallied outside City Hall Tuesday morning.

The rally was an effort to urge city council to oppose the Philadelphia Federation of Teachers' call for a moratorium on charter schools in the city.

Charter schools are publicly funded but run independently from the district.

The rally took place as council heard testimony about the district's budget.
