Contractor accused of scheming Delaware woman out of $17,000

DELAWARE CITY, Del. (WPVI) -- A Delaware City contractor is under arrest for fraud, and investigators believe there are more victims out there.

31-year-old James Small is accused of scheming a 72-year-old New Castle County woman out of $17,000.

She paid him all that money to tear up the floor in her master bedroom, and do some spackling.

It's work Small allegedly never completed.
