Temple University made headlines earlier this year, announcing it would ban smoking.
Now, a new survey shows Temple is in the minority of schools with such bans.
Only 17 per cent of colleges are 100 per cent smoke or tobacco-free, even though previous studies show those policies DO cut tobacco use by young adults.
The study also found most school policies don't address the e-cigarette problem.
99 per cent of adult smokers start before age 26.
They are also especially vulnerable to secondhand smoke, because they often live in close quarters.
