No, because the relative humidity is a measure of the amount of moisture in the air.

Think of it as the air in between those raindrops as they're falling... that's the air which gets measured for relative humidity!

When the relative humidity is 100%, fog forms. So if it's raining and there's also fog present, then the humidity is 100%.
