Police: Drunk man hit by car

The man who was struck by a car Sunday in Bear, Delaware has been identified.Police say Phillip Nalyanya, 31, of New Castle was hit on Route 40 near School Bell Road by a car driven by 58-year-old Carol Howie of Newark.

Nalyanya was struck and suffered serious, but non-life threatening injuries.

Investigators believe Nalyanya was drunk when he walked into the path of Howie's car.

He's charged with being drunk on the highway, failure to carry a flashlight at night and crossing at a location other than a crosswalk.

Part of Route 40 was closed for about an hour while police investigated.
