Twenty-three-year-old Richard Walls of Bear is also charged with first-degree reckless endangering and other offenses. He is being held in lieu of $8,502 cash bail.
Sgt. Clifford Dempsey, a Dewey Beach police spokesman, said officers saw Walls' vehicle traveling about 80 to 90 mph.
Dempsey said Walls failed to negotiate a curve and the car began skidding. It went onto the shoulder, became airborne and landed in a parking lot, where it continued backward.
The car stopped when it hit a van and a house.
