Authorities say the 34-year-old is a ranking member of the Latin Kings Street Gang.
The former Newark resident has been wanted since warrants were issued in Mercer County in October 2002.
Rosado is charged with attempted murder, weapons offenses, witness tampering, terroristic threats and kidnapping.
