DE lawsuits allege improper stun gun use by police

WILMINGTON, Del. - January 24, 2010

Both stem from January 2008 incidents. In one, Chad Tylecki says he was waiting in the Fisherman's Wharf area of Lewes for his mother to pick him up when he was apprehended by police, injured and taken to Beebe Medical Center. Tylecki says he was stunned while shackled at the hospital after refusing a police demand to provide a blood sample and has since suffered seizures.

In the second, Derick Morris says he was standing in his New Castle County home's driveway waiting for a school bus when police investigating a rape responded to the wrong address. Morris says he now has post-traumatic stress disorder.
