It happened around 1:00 a.m. near the intersection of B and Stella streets in the Kensington section of Philadelphia.
Investigators are looking at security camera recordings, hoping it will help them track down the gunman.
Police say a 16-year-old was shot in the face, while an adult man was shot in the chest.
The man was killed, while the teen was taken to the hospital in critical condition.
Police are looking for as many as four suspects who fled the scene.
