His parent are keeping a constant vigil.
Police say Foltz was walking to his home in the Art Museum neighborhood late Saturday night when he was struck by a car along the Ben Franklin Parkway.
The driver fled. Though no one has yet been charged or taken into custody, police quickly zeroed in on the white Subaru, towing it from the 4100 block of Ridge Avenue in East Falls.
While police look at evidence linking the car to the crime, Richard Foltz issued a compassion-filled plea for the driver to do the right thing.
Foltz is an avid Phillies fan. His injuries forced him to miss Monday's opening day at Citizen's Bank Park. While his father remains hopeful he'll see a game this season, Tony's classmates, with whom he's set to graduate in three weeks, are hopefull he'll be there, too. Foltz is set to accept the law degree he worked 3 years to earn.
"It's really all about Tony at this point," said Shaun Kuter, one of Foltz's classmates. "We're all there for him. We're all pulling for him. I've been really touched."
Police tell Action News they have zeroed in on the person they believe was driving that car, but they have not yet publicly identified that person. Investigators say that the process of collecting evidence from that car may take a day or two before any arrests are made.
