Among those identified in a report released Monday are individual doctors, the Medical Society of Delaware, Beebe Hospital, the state Board of Medical Practice, and the Department of Justice itself.
The findings stem from the DOJ's investigation into whether anyone failed to comply with the reporting law.
Officials note that the Board of Medical Practice, which licenses doctors, learned in 1994 that Pennsylvania authorities had investigated a complaint that Bradley sexually molested a young patient. But the board failed to do its own required investigation.
It also failed to investigate a complaint about Bradley from Milford police in 2005.
