Police say they found the victim's body about 9:25 on Wednesday night, lying along Kay Drive, near Three Maryland Circle.
The 21-year-old had been shot several times.
He was pronounced dead at the scene.
Investigators say the victim lived in the Three Maryland Circle Apartment Building.
His name has not yet been released.
So far, police have not said if they have found a motive.
