The suspect fled from the parking lot of Troop 1 in Penny Hill while being escorted to a patrol vehicle for transport to the Young Correctional Center.
23 year old Richard T. Wright is described as a black male, 6 feet tall and 150 pounds. He was last seen wearing a grey fleece jacket, black knit cap and black gloves.
Police say Wright gave a fictitious name while being detained by troopers during a traffic stop. A computer check revealed that he was wanted by New Castle County Police for theft and conspiracy charges.
Wright was still wearing handcuffs when he escaped. He was last seen running across Philadelphia Pike into Bellefonte.
His last known address was on East 27th Street in Wilmington.
Delaware State Police are asking anyone who may see Richard Wright not to approach him, but to call 911 immediately or the Delaware Crime Stoppers Tips Line at 1-800-TIP-3333.
