Police conducted two separate undercover investigations in Philadelphia, leading to the arrests.
The first took place at Lucky Orange Asian Spa located at 1022 Buttonwood Street.
59-year-old Sun Gaspard and 42-year-old Lihua Piao, both from Flushing, New York, were arrested at the scene.
The second investigation occurred at the North American Motor Lodge, located at 4444 City Avenue.
20-year-old Alexis Scott of Norristown and a 15-year-old girl from Philadelphia were arrested.
