Zachary R. Bowen, 19, of the unit block of East Avenue in Swedesboro, was arrested on Wednesday afternoon.
Police say an officer approached a car parked along the tree line of the parking lot around 1:33 p.m.
The officer asked Bowen what he was doing there and Bowen allegedly told him he was waiting for a friend he had dropped off at municipal court.
While talking, the officer said he saw a partially smoked joint on the dashboard.
Bowen was taken into custody and charged with possession of marijuana.
He was released on a complaint summons pending a court appearance.
