The crash happened at the Route 114 South Smyrna exit shortly before 10 a.m.
Investigators believe the driver, 39-year-old Brandon Hines of Elkton, Maryland, hit the median and overcorrected, causing the load of salt to shift, tipping the vehicle over.
Hines was trapped in the truck for about two hours before he could be freed.
He was taken to the hospital for treatment of non-life-threatening injuries.
Police say the truck involved was privately owned.
Hines was cited for careless driving.
Southbound Route 1 was opened at 2:22 p.m.
